U.S. CUSTOMS & BORDER PROTECTION TROUT RIVER POINT LAND PORT OF ENTRY FEASIBILITY STUDY FOR RENOVATION/REPLACEMENT, Trout River, NY

Project Overview

NKB produced a GSA Prospectus Level Feasibility Study for the development of multiple concepts and the final preferred alternative. This project was focused on the Department of Homeland Security (DHS) Customs and Border Protection (CBP) administrative support facilities. The approach for this feasibility study was to assess options of either renovating or constructing a new Land Port of Entry (LPOE) facility at the historic Trout River border crossing to accommodate current CBP standards/missional requirements, additional CBP staff, and various site development features.

The study included hazardous materials testing, archaeological study, historic preservation assessment, land survey, land acquisition assessment, force protection/building hardening assessment, facility condition assessment, and an infrared study of the existing structure.

The NKB team developed a wide range of options for the redevelopment of the LPOE that included new construction at the current location, and reconstruction of or additions to the existing structure. The selected Preferred Alternative that satisfied all program and missional requirements was a new single-story Land Port of Entry Head House located on the existing parcel. The preferred alternative also allowed the final solution to be constructed while keeping the port of entry accessible by vehicular traffic during demolition and construction.
